&lt;p&gt;Over the years this International Symposium on Hydraulic Engineering Aachen (IWASA) has become a renowned meeting point and information center among experts. The conference mainly addresses civil engineers - researchers and practitioners in hydraulic engineering and water resources management, but it is public to any interested party. Lectures are given by invited speakers coming from research institutions, companies and public administrations. Topicality and relevance of the chosen subjects attract between 350 up to 450 visitors from Germany and the neighbouring countries every year.&lt;/p&gt;
&lt;p&gt;This year, AMICE has been present at IWASA and Partners delivered speeches in all of the sessions.&lt;/p&gt;

Furthermore, the changing climate context constitutes a new threat even if the uncertainty in low-flows evolution remains high.&lt;br /&gt;A work must consequently be executed on the low-flow occurrence probability. In Wallonia, a knowledge gap remains on statistical analysis of low-flows. &lt;p&gt;Opportunities for updating and optimizing current operating rules are  being evaluated for the Vesdre reservoirs in Belgium (50 M m&amp;sup3;) and the  Rur complex in Germany (300 M m&amp;sup3;). This assessment is conducted  transnationally at the scale of the Meuse river basin. Common  methodological approaches are followed in both countries and operating  rules are analyzed in light of common climate change scenarios, recently  defined for the whole Meuse basin. Similar risk-based approaches are  used consistently in both countries to evaluate the performance of new  operating rules in terms of risk reduction for floods and low flows.&lt;/p&gt;

The annual number of flood disasters increased considerably in the last decades and the price paid is constantly increasing. Within the AMICE project the work of the IWW is focused on the assessment of the change of economic risk due to flood losses regarding climate evolutions. For flood loss calculations each country has its own methodology for impact assessment. Hence the main task regarding flood loss estimation was to set up a common methodology which produces comparable outputs between the participant partners. Generally the flood loss calculation will be done, by linking the results of hydraulic modelling (flood- plains, water depths) with the specific land use data.
&lt;/p&gt;
&lt;p&gt;Beside the increasing of annual flood disasters, impacts of low flows on the economy in the Meuse basin should not be under estimated. In dry periods when the water demand exceeds the water availability, several economic sectors could be affected. Possible economic losses occur, for example, when the water level in the river falls below a certain threshold and the water extraction for cooling circuits has to be stopped. This forces the power plant to operate with reduced energy production. Navigability is restricted in times of low flows. Ships have to reduce their cargo which causes increasing prices per tons while less cargo is transported. Nonetheless, even in times of water shortages the drinking water supply has to be ensured. This may cause industrial plants to reduce or stop their production. Furthermore, harvest losses due to dry periods bring severe economic damage to the agriculture sector. Because of the limited budget and available working time, the AMICE &lt;span&gt;&amp;nbsp;&lt;/span&gt;project focus is only directed on this four economic sectors: navigation, agriculture, drinking water supply and energy production. Also for the low flow task, a transnational common methodology has to be worked out. For low flow losses an extensive literature research and data collection was needed. Based on available data and economic risk models, a methodology will be set up. Therefore the economic damage assessment (referred to floods as well as &lt;span&gt;&amp;nbsp;&lt;/span&gt;low flows) is bounded to an intense exchange of knowledge between the countries.&lt;/span&gt;
 &lt;/p&gt;
&lt;p&gt;With several calculations, the impact of different floods, today and for future scenarios of climate change will be done as well as for low flow losses. It will also reinforce the risk consciousness of floods and low flows as a basis to develop strategies for the populations living at the river to react.&lt;/span&gt;

&lt;p&gt;The progress in the project is ensured by meetings with the other participants of AMICE in regular intervals.&lt;/span&gt;

&lt;p&gt;Action 7 : the methodology for the flood damage calculation is finalised. Discussions are still running on the low-flow damages as well as on maps.&lt;/p&gt;

Knowledge on this topic is still scattered and hardly available within the 3 official languages spoken on the Meuse basin. Information has been gathered by the Partners and organized by topics into an online database.&lt;br /&gt;&lt;br /&gt;Action 3 was dedicated to the study of downscaled climate simulations for 2021-2050 and 2071-2100 and their consequences in terms of floods and low-flows on the Meuse river basin: &lt;br /&gt;- which discharges can be expected on the river Meuse and main tributaries? &lt;br /&gt;- how the return period, duration, extent of floods and low-flows will change from now to 2021-2050 and 2071-2100?&lt;br /&gt;&lt;br /&gt;Partners have analyzed climate simulations from meteorological institutes (IPSL, Cerfacs, KMI, KNMI, ...), national and EU research programs (Prudence, Ensembles, ADAPT, etc). They have checked if they can be applied to the Meuse basin, assess their uncertainty and the required corrections. &lt;br /&gt;&lt;br /&gt;The Partners involved achieved the basis research that will be used throughout the AMICE project. Using  highly accurate laser altimetry, the simulations are performed with a  typical grid spacing of 2m, which is fine enough to represent the flow  at the scale of individual buildings. &lt;br /&gt;Consequently, the outcomes of hydraulic modelling constitute  suitable inputs for the subsequent exposure analysis, performed at a  micro-scale using detailed land use maps and geographic database.  Eventually, the procedure incorporates social flood impact analysis and  evaluation of direct economic damage to residential buildings. &lt;br /&gt;Besides detailing the characteristics and performance of the  hydraulic model, the paper describes the flow of data within the overall  flood risk analysis procedure and demonstrates its applicability by  means of a case study, for which two different flood protection measures  were evaluated.&lt;/p&gt;

A bus tour was organised around the future flood reservoir. Participants grasped how big this storage will be. Joop de Bijl, Waterschap Aa en Maas, explained everything from the negociations with the landowners, the technical issues - the reservoir inlet, the highway - that are still being studied, to the global sustainable management plan around the city. The investment is very much supported by the local authorities, who took part to the journey and brought their points of view. Speeches were also given about the Waterschap, the AMICE project, the transnational cooperation on the Meuse basin. A caroussel was organised to exchange views in an informal way on water-related topics. Great ideas came out of it.&lt;/p&gt;
&lt;p&gt;In the evening, a walk-and-eat tour was organised around the ancient city of s Hertogenbosch. This was a pleasant opportunity to discuss with all participants and know more about each others culture.&lt;/p&gt;
&lt;p&gt;The second one is the Steenbergse Vliet project in the most downstream part of the Meuse basin (in AMICE known as action 16 in WP2). Participants were welcomed in the brand new town hall of Steenbergen by the Mayor itself. Speeches were given on the Waterschap Brabantse Delta and the AMICE project. Participants were then invited aboard for a boat trip on the Steenbergse Vliet and the Krammer Volkerak lake. There was additional presentations that demonstrated that the Waterschap takes into account ecological, cultural and climate issues. The local situation is really complex. Climate Change impact scenarios&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Flanders Hydraulics Research (FHR) in Antwerp ordered a study at Leuven University Hydraulics Laboratory on the &amp;ldquo;Effect of Climate Change on discharges in high and low water situations and total water availability&amp;rdquo;. FHR has no hydrologic models for the Meuse catchment basin and the AMICE-project was a trigger to extend the study.&lt;br /&gt;&lt;br /&gt;Compared to the total area of the Meuse catchment area, the Flemish part is relatively small; moreover hydrologic models covering the whole of the international Meuse basin already exist in the Netherlands. The Dutch delegation of the International Meuse Commission brought researchers from FHR and Deltares together and a study to calculate the 3 Belgian climate change scenarios for hydrologic impact with the models from Deltares was ordered by FHR.&lt;br /&gt;These three scenarios are:&lt;br /&gt;&lt;br /&gt;1.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; High or wet scenario: more rainfall in winter, limited run-off decrease in summer&lt;br /&gt;&lt;br /&gt;2.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Mean or mild scenario: comparable to the actual situation in winter, dryer in summer&lt;br /&gt;&lt;br /&gt;3.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Low or dry scenario: less run-off in winter and summer&lt;br /&gt;&lt;br /&gt;The average yearly discharges for low flows are significantly lower for the low scenario and significantly higher for the higher scenario compared to the actual situation. All scenarios are unambiguous for future summer discharge: the average summer discharge becomes lower than half discharge in the control period (1961-1990).&lt;br /&gt;&lt;br /&gt;In all scenarios September has the lowest discharge.&lt;br /&gt;&lt;br /&gt;An important remark has to be made on low flows: as indicated earlier the calibration of the HBV model is done with a focus on high water applications. Therefore hydrodynamic routing with SOBEK model is calculated to incorporate the effect of wave damping, decreasing the maximum discharges with +/-10%. De Wit et al. (2007) suggest that influence of winter rainfall in average summer discharge is underestimated.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;2. Update of Meuse knowledge&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;In 2004, Flanders Hydraulics Research made a report with an inventory of all types of aspects relevant for water management for the Meuse catchments.&lt;br /&gt;&lt;br /&gt;In the AMICE project, consultant IMDC is updating this information and making a new overview report structured in the same way as for the AMICE literature database. All relevant documents will be added to this database before the end of 2009, when the inventory report has to be ready.&lt;br /&gt;&lt;br /&gt;Although the social and ecologic consequences of flooding are not in the AMICE proposal any more, FHR decides to work together with the Higher institute of Labour Studies (HIVA, KULeuven) on a case study about social aspects of resilience. The Flemish side of the Grensmaas (border in between Belgium and the Netherlands) is selected for this case study. The information will be quantitative but will not be multiplied with or added to the quantitative economic risk information at this stage.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;3. Workshop on Climate Change in Flanders &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;More than 40 Flemish colleagues of the water sector came to Flanders Hydraulics Research on October 29th for a workshop about climate change impact on hydrology with a focus on the effects on the navigable waterways in Flanders.&lt;br /&gt;&lt;br /&gt;For the Meuse, the study of Deltares for Flanders Hydraulics Research and the AMICE project were presented. The KULeuven Hydraulics Laboratory presented the methodology of the project &amp;ldquo;Climate Change Impact on Hydrology&amp;rdquo; (CCI-Hydr) and the results on high and low flows on the Flemish Rivers.&lt;br /&gt;&lt;br /&gt;Written questions were submitted during the coffee break and ordered and grouped by prof. In preparation of these tasks we collected all needed data and decided upon which software to use. A hydraulic model will be set up for the part of the Rur downstream of the reservoirs using SOBEK 1D/2D. The output of this model will give information on inundation during floods. That information together with data on land use can be used to calculate the impact of different floods, today and for future scenarios of climate change.&lt;br /&gt;&lt;br /&gt;During a two day field trip we had a good look at the 88 km long river section downstream of the last Rur reservoir, with focus on crucial points for modelling. Along with collecting data on the Rur basin, such as maps, gauging records, etc. and visiting the important sites, we also gathered relevant publications on the Rur, the Meuse and the topics relevant to our research and added them into the Transnational Online References Database (TORD) for our partners to see.&lt;br /&gt;&lt;br /&gt;Besides the participation in filling the TORD with contents, LFI mainly worked on producing the hydrological scenarios for Rur and Niers catchments. Here the rainfall runoff models for the Niers, all in all 14 submodels, and the Rur, consisting of submodels for the upper and lower Wurm, Inde and middle and lower Rur, have been adapted. These models need to be driven with the E-OBS data for the daily simulations and the measured data with higher temporal resolution for the high-flow calculations. For the scenario-runs the driving data needed to be produced first. &lt;br /&gt;&lt;br /&gt;In the framework of Workpackage 3 rainfall runoff models for the area upstream the Rur reservoirs need to be set up. One of these pumps, the one on the lock at Ham is part of AMICE.&lt;br /&gt;&lt;br /&gt;The Albert Canal and the Campine Canals are fed with water from the river Meuse. In The Netherlands too some canals, for example the Juliana Canal, are fillde with Meuse water. &lt;br /&gt;&lt;br /&gt;The water from the Albert Canal and the Campine Canals serves different applications. In the first place it is the operating water for the sluices that serve the inland shipping trade. This trade takes on a daily basis about 6000 lorries from the highways.&lt;br /&gt;In a second place the water is also used for the production of drinking water for the Antwerp conurbation, as cooling water for electricity plants, as processwater for industry and at last also to irrigate farmerland and nature reserves.&lt;br /&gt;&lt;br /&gt;At normal precipitations there is enough water in the Meuse to provide for the different needs of the Albert Canal and the Campine Canals. However the Meuse is a rain-fed-river which means that the flow can be very low in long, dry periods. At these moments it is possible that there is not enough water in the Meuse to feed all of the canals.&lt;br /&gt;&lt;br /&gt;In 1995 a treaty was signed between Flanders and The Netherlands to regulate the distribution of the water in periods of low flows. In these periods the nv De Scheepvaart in its role as the water manager of the Albert Canal and the Campine Canals must take measures in order to reduce the use of the water in these canals. Gathering the ships together before the sluices and guiding them through together is one of the possibilities. To reduce or temporarly stop certain uses is another one. &lt;br /&gt;&lt;br /&gt;In the future more structural measures will be necessary in order to cope with possible water shortages as the need for water in the canals increases. This is due for a greater part to the succes of the inland shipping trade. Professional inland shipping increased by 60% since 1995. The consumption of water also increases in the other applications. At last according to scientific research draughts will become more severe due to climate changes.&lt;br /&gt;&lt;br /&gt;According again to scientific research the installations of pumps on all of the sluice-complexes of the Albert Canal (Genk, Diepenbeek, Hasselt, Ham, Olen and Wijnegem) would be the best measure to prevent problems due to low flows. Thanks to these pumps part of the shipping water used in the sluices can be pumped upstreams again. By doing so the netto-consumption by the sluices is reduced without impacting the other water users.&lt;br /&gt;&lt;br /&gt;The nv De Scheepvaart will design the pumping installations in such a way that in normal times, when there is enough water, they function as water power plants. This is possible thanks to important differences in level at the sluices in the AlbertCanal. In this way the pumps also contribute to reaching the European guidelines about the production of enery from durable sources. The water power plants will produce energy for about 10.000 households.&lt;br /&gt;&lt;br /&gt;The water in the Albert Canal has a relatively good quality and lots of fish live there. &lt;p class="MsoNormal"&gt;&lt;span lang="NL-BE"&gt;Riou (partner 11) is one of the partners dealing with natural water retention. In fact floods and droughts are two aspects of just one problem. The idea is that sources areas and floodplains in the upper parts of the catchment basin can play an important role for the whole of the Meuse basin. Condition is they can function in a natural way. &lt;/span&gt;&lt;span lang="EN-GB"&gt;When the bog, moor and fen vegetation is well developed it acts as a sponge for the sky-water. This presents a double benefit. First, in case of high water the flood is slowed down because the water will saturate the natural sponges first. Only when the sponge is full will the extra water flow into the brooks and the rivers. Second, as the water is kept in the sponges it also has enough time to infiltrate the soil. The water thus kept in the system presents a welcome reserve in times of drought.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span lang="NL-BE"&gt;In the Ardennes a number of small tributaries of the Meuse are being restored to their natural situation by Riou s local partner Natagora/BNVS.&lt;br /&gt; The key question now is: has the restoration of the river valleys as it is carried out an influence on the discharge of the brooks? In other words: does a more natural hydrological situation help us retaining more water in the system thus avoiding drought problems? In AMICE an hydrological study will be carried out in order to answer these questions.&lt;br /&gt; In this same philosophy it is also important to know which vegetation types correspond with more natural brook ecosystems. Put in a more simple way: which plants build up the natural sponges? In order to build up a solid ecological knowledge, last summer&lt;span&gt; &lt;/span&gt;a large number of botanical releves were made in the Emmels valley. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span lang="NL-BE"&gt;&lt;br /&gt; Hydrological data combined with ecological knowledge will give us precious information on the possibilities of small scale natural water retention. &lt;/span&gt;&lt;/p&gt;

They presented their investments and the first achievements. All investments deal with natural water retention on small scale basins, tributary to the Meuse.&lt;/p&gt;
&lt;p&gt;Partners will visit one another to learn how water retention is achieved in the three different areas of the Meuse basin.&lt;/p&gt;
&lt;p&gt;Experience sharing has started on two different topics :&lt;/p&gt;
&lt;p&gt;- how biodiversity and water quality are taken into account in such investments? Water quantity problems are the main and first concern on these areas. But all water-related aspects should be considered to achieve a sustainable development of the area and a better anticipation of climate change.&lt;/p&gt;
&lt;p&gt;- how communication can be improved with the local population? The local communities are hardly in favour or interested by the investments being planned on their territory. This is not due to lack of efforts from the water managers, but from a lack of methodology and means. Strategies and tools used by the three Partners involved in WP2 will be compared and their efficiency evaluated.&lt;/p&gt;

&lt;p&gt;Il a pr&amp;eacute;sent&amp;eacute; la commune de Hotton, commune de 5000 habitants du bassin versant de l&amp;rsquo;Ourthe, et ses nombreux atouts &amp;eacute;cologiques ou touristiques. Il a expos&amp;eacute; le probl&amp;egrave;me des inondations, qui sont r&amp;eacute;currentes depuis les ann&amp;eacute;es 1980, en particulier pour le village de Ny o&amp;ugrave; seront r&amp;eacute;alis&amp;eacute;s des am&amp;eacute;nagements dans le cadre du projet AMICE.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;Monsieur Dewil a rappel&amp;eacute; l&amp;rsquo;importance de l&amp;rsquo;eau pour les wallons, leur territoire et leur culture.&lt;/p&gt;
&lt;p&gt;Il a pr&amp;eacute;sent&amp;eacute; l&amp;rsquo;expertise wallonne dans le domaine de l&amp;rsquo;eau, que ce soit pour sa qualit&amp;eacute;, la gestion des inondation ou des s&amp;eacute;cheresses ainsi que les missions donn&amp;eacute;es au Groupe Transversal Inondations (GTI), Partenaire du projet AMICE.&lt;/p&gt;
&lt;p&gt;Il a souhait&amp;eacute; que ce qui a &amp;eacute;t&amp;eacute; d&amp;eacute;velopp&amp;eacute; et mis en oeuvre en Wallonie puisse &amp;ecirc;tre ouvert au niveau transnational et b&amp;eacute;n&amp;eacute;ficie d&amp;rsquo;un enrichissement mutuel fond&amp;eacute; sur des &amp;eacute;changes de bonnes pratiques. Il a soutenu la cr&amp;eacute;ation d&amp;rsquo;un partenariat dynamique pour la gestion des inondations et des &amp;eacute;tiages, la mutualisation d&amp;rsquo;activit&amp;eacute;s pilotes, le partage des diagnostics dans les diff&amp;eacute;rentes r&amp;eacute;gions du bassin versant de la Meuse et la mise en oeuvre concert&amp;eacute;e de mesures concr&amp;egrave;tes fasses aux d&amp;eacute;fis des &amp;eacute;volutions du climat.&lt;/p&gt;
&lt;p&gt;Il a conclu son discours en f&amp;eacute;licitant toutes celles et ceux qui ont soutenu le projet AMICE et ont permis sa concr&amp;eacute;tisation, et en souhaitant une excellente et fructueuse collaboration pour le bien&amp;ecirc;tre de tous les citoyens mosans.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Intervention de Mme MAHY, d&amp;eacute;put&amp;eacute;e provinciale du Luxembourg, responsable des services techniques&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;Madame Mahy a fait part de son honneur de participer &amp;agrave; un projet regroupant 17 partenaires, ce qui t&amp;eacute;moigne d&amp;rsquo;une grande ouverture et de la solidarit&amp;eacute; qui existe autour du th&amp;egrave;me de l&amp;rsquo;eau. Elle a pr&amp;eacute;sent&amp;eacute; quelques travaux r&amp;eacute;alis&amp;eacute;s par la Province du Luxembourg en mati&amp;egrave;re de gestion de l&amp;rsquo;eau et a insist&amp;eacute; sur le fait que la gestion int&amp;eacute;gr&amp;eacute;e d&amp;rsquo;un bassin est le seul moyen de lutte efficace contre les comportements extr&amp;ecirc;mes des cours d&amp;rsquo;eaux, comme celui de Naives.&lt;/p&gt;
&lt;p&gt;Elle a rappel&amp;eacute; les crit&amp;egrave;res que doivent remplir les investissements du projet AMICE : regrouper un ensemble de mesures contre les inondations et les s&amp;eacute;cheresses, b&amp;eacute;n&amp;eacute;fiques pour l&amp;rsquo;ensemble du bassin et transf&amp;eacute;rables &amp;agrave; d&amp;rsquo;autres ; renforcer et &amp;eacute;largir les partenariats entre les acteurs du bassin ; impliquer la population et les acteurs locaux &amp;agrave; travers une meilleur connaissance du bassin et du changement climatique ; &amp;ecirc;tre innovant.&lt;/p&gt;
&lt;p&gt;Elle a expliqu&amp;eacute; le r&amp;ocirc;le de la Province du Luxembourg dans l&amp;rsquo;am&amp;eacute;nagement du ruisseau de Naives et souhait&amp;eacute; que la r&amp;eacute;flexion conduite sur le bassin puisse b&amp;eacute;n&amp;eacute;ficier &amp;agrave; d&amp;rsquo;autres projets, en particulier dans d&amp;rsquo;autres villages de caract&amp;egrave;re.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;/strong&gt;Monsieur Jeanteur a remerci&amp;eacute; l&amp;rsquo;ensemble des Partenaires du projet, Interreg IV B, la Commission Internationale de la Meuse et les participants r&amp;eacute;unis aujourd&amp;rsquo;hui.&lt;br /&gt;Il a pr&amp;eacute;sent&amp;eacute; le projet AMICE, dossier f&amp;eacute;d&amp;eacute;rateur des pays du bassin de la Meuse, dont le challenge est de regrouper des Partenaires aux probl&amp;eacute;matiques diff&amp;eacute;rentes mais qui partagent un point commun, le fleuve Meuse.&lt;/p&gt;
&lt;p&gt;Il a pr&amp;eacute;sent&amp;eacute; l&amp;rsquo;EPAMA, ses missions et ses r&amp;eacute;alisations sur le territoire fran&amp;ccedil;ais, que ce soit la concertation entre les acteurs locaux, la lutte contre les inondations, la pr&amp;eacute;paration &amp;agrave; la gestion de crise inondation ou les &amp;eacute;tudes de vuln&amp;eacute;rabilit&amp;eacute;. Il a expos&amp;eacute; les actions de l&amp;rsquo;EPAMA dans le cadre du projet AMICE : le d&amp;eacute;velopement du logiciel OSIRIS et le r&amp;ocirc;le de Chef de File. La solidarit&amp;eacute; amont/aval a toujours fait partie de la strat&amp;eacute;gie de l&amp;rsquo;EPAMA. Il appara&amp;icirc;t donc &amp;eacute;vident que la r&amp;eacute;flexion ne peut se limiter uniquement au niveau fran&amp;ccedil;ais.&lt;br /&gt;&lt;br /&gt;Il a rappel&amp;eacute; les atouts du bassin mosan, de sa culture et de son riche h&amp;eacute;ritage, encore trop m&amp;eacute;connus.&lt;br /&gt;&lt;br /&gt;Il a rappel&amp;eacute; l&amp;rsquo;historique du projet AMICE, le montage du dossier de candidature et les difficult&amp;eacute;s de sa s&amp;eacute;lection qui n&amp;rsquo;ont pourtant pas affaiblis le partenariat, soud&amp;eacute; et solidaire pour accomplir les objectifs du projet AMICE.&lt;/p&gt;

Il est port&amp;eacute; par la Commune de Hotton et soutenu par la Province du Luxembourg et la R&amp;eacute;gion Wallonne.  Le Programme INTERREG IV B finance une partie des travaux qui doivent &amp;ecirc;tre r&amp;eacute;alis&amp;eacute;s en 2011. &lt;/strong&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;L objectif de cette visite est de pr&amp;eacute;senter le site avant travaux, expliquer la d&amp;eacute;marche &amp;agrave; l ensemble des partenaires et visiteurs pr&amp;eacute;sents, et recueillir les avis et suggestions afin d am&amp;eacute;liorer le plan de gestion.&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;La visite est anim&amp;eacute;e par P.Bouxin, Directeur du Service des Cours d Eau &amp;agrave; la Direction des Services Techniques de la Province du Luxembourg, et C.Raskin, Conseill&amp;egrave;re en Environnement de la Commune de Hotton.&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Contexte&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;Avant d arriver &amp;agrave; Ny, le bus traverse la plaine du ruisseau de Naives. La plaine alluviale, assez &amp;eacute;troite, est entour&amp;eacute;e de coteaux pentus. Les eaux de ruissellement arrivent donc extr&amp;ecirc;mement vite dans le ruisseau qui d&amp;eacute;borde presque annuellement. Le &lt;em&gt;temps de concentration&lt;/em&gt; n est que de 4h30.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;Ny est situ&amp;eacute; en t&amp;ecirc;te de bassin, &amp;agrave; la confluence de deux ruisseaux canalis&amp;eacute;s et sous-dimensionn&amp;eacute;s qui cr&amp;eacute;ent d importants d&amp;eacute;g&amp;acirc;ts lors de ces crues violentes.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;Le village de Melreux est situ&amp;eacute; &amp;agrave; la confluence entre le ruisseau de Naives et l Ourthe. Lors des &amp;eacute;pisodes de crues, tout le village est sous 50 &amp;agrave; 80 cm d eau. 70 maisons sont r&amp;eacute;guli&amp;egrave;rement inond&amp;eacute;es, deux routes nationales et plusieurs routes communales, situ&amp;eacute;s &amp;agrave; l aval, sont coup&amp;eacute;es.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;L objectif du plan de gestion est d &amp;eacute;taler ces pics de crues. Or la morphologie du bassin, tr&amp;egrave;s resserr&amp;eacute;, ne permet pas de cr&amp;eacute;er de bassin de r&amp;eacute;tention &amp;agrave; l amont du village de Ny. La solution envisag&amp;eacute;e est donc d augmenter la capacit&amp;eacute; d &amp;eacute;vacuation du voutement dans le village, ce qui aura pour effet d augmenter le volume d eau vers l aval avec le risque de voir les zones sensibles plus fortement inond&amp;eacute;es. En compensation, une zone d expansion des crues sera am&amp;eacute;nag&amp;eacute;e &amp;agrave; l aval du village de Ny dans une plaine alluviale. Habituellement, les zones d expansion de crues sont cr&amp;eacute;&amp;eacute;es en amont des enjeux &amp;agrave; prot&amp;eacute;ger mais les ing&amp;eacute;nieurs doivent ici composer avec la topographie particuli&amp;egrave;re du bassin.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;A cette probl&amp;eacute;matique de l inondation s ajoute les probl&amp;egrave;mes li&amp;eacute;s &amp;agrave; l &amp;eacute;tiage et &amp;agrave; la mauvaise qualit&amp;eacute; des eaux &amp;agrave; la sortie du village. Les am&amp;eacute;nagements n&amp;eacute;cessaires pour r&amp;eacute;soudre la pollution de l eau doivent &amp;eacute;galement &amp;ecirc;tre inclus dans le plan de gestion.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;&lt;span&gt;Point 1&amp;nbsp;: le ruisseau de Naives en entr&amp;eacute;e du village de Ny&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;Nous voici &amp;agrave; l amont du bassin. Le ruisseau de Naives est endigu&amp;eacute; &amp;agrave; partir de ce point et traverse tout le village en souterrain. La qualit&amp;eacute; de l eau en ce point est bonne, il y a peu de d&amp;eacute;p&amp;ocirc;ts de s&amp;eacute;diments et aucune algue filamenteuse.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;En p&amp;eacute;riode de crues, le ruisseau d&amp;eacute;borde car le voutement est sous-dimensionn&amp;eacute; et pr&amp;eacute;sente des variations de sections (r&amp;eacute;tr&amp;eacute;cissements). Des travaux sont pr&amp;eacute;vus pour am&amp;eacute;liorer l &amp;eacute;coulement de l eau (curage) et rectifier le goulot dans l ouvrage d art.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;Le lit du cours d eau pr&amp;eacute;sente en effet une pente assez forte &amp;agrave; l amont du village. La cons&amp;eacute;quence est un comportement torrentiel de la rivi&amp;egrave;re dans le village.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;&amp;nbsp;&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Point 2&amp;nbsp;: le ruisseau du Moulin en entr&amp;eacute;e du village de Ny&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;Le ruisseau du Moulin affluent du ruisseau de Naives, est &amp;eacute;galement vo&amp;ucirc;t&amp;eacute; sur toute la travers&amp;eacute;e du village. Le cours d eau pr&amp;eacute;sente une pente tr&amp;egrave;s forte ce qui rend le ruisseau particuli&amp;egrave;rement dangereux en p&amp;eacute;riode de crue. Une grille a d ailleurs &amp;eacute;t&amp;eacute; install&amp;eacute;e sur le partie encore &amp;agrave; ciel ouvert pour &amp;eacute;viter les accidents&amp;nbsp;: un enfant a &amp;eacute;t&amp;eacute; emport&amp;eacute; par la crue et n a pu &amp;ecirc;tre r&amp;eacute;cup&amp;eacute;r&amp;eacute;, sain et sauf, qu &amp;agrave; la fin de la canalisation, &amp;agrave; la sortie du village.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Point 3&amp;nbsp;: le centre village&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;Les deux cours d eau vo&amp;ucirc;t&amp;eacute;s sur plusieurs centaines de m&amp;egrave;tres pr&amp;eacute;sentent une confluence souterraine particuli&amp;egrave;rement d&amp;eacute;favorable. L effet conjugu&amp;eacute; de l &amp;eacute;tiage et de la configuration (rupture de pente) provoque le d&amp;eacute;p&amp;ocirc;t de s&amp;eacute;diments agglom&amp;eacute;r&amp;eacute;s et engendre une diminution de la capacit&amp;eacute; de la rivi&amp;egrave;re. Tous ces &amp;eacute;l&amp;eacute;ments combin&amp;eacute;s &amp;agrave; un sous-dimensionnement des vo&amp;ucirc;tements engendrent des inondations fr&amp;eacute;quentes (3 au cours des 2 derni&amp;egrave;res ann&amp;eacute;es). &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;La route qui contourne l &amp;eacute;glise est litt&amp;eacute;ralement souffl&amp;eacute;e par en dessous.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;Les d&amp;eacute;bits mesur&amp;eacute;s &amp;agrave; la confluence avec l Ourthe repr&amp;eacute;sentent jusqu &amp;agrave; 10% du d&amp;eacute;bit de la rivi&amp;egrave;re en p&amp;eacute;riode de crue inondant les villages. L Ourthe, affluent direct de la Meuse, est fortement urbanis&amp;eacute;e et industrialis&amp;eacute;e dans sa partie aval et ne peut donc &amp;ecirc;tre que peu modifi&amp;eacute;. La r&amp;eacute;alisation d une dizaine d am&amp;eacute;nagements similaires sur les autres affluents pourrait donc permettre de diminuer significativement les crues de l Ourthe, et donc de la Meuse.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;Dans un contexte de r&amp;eacute;chauffement climatique, avec une augmentation attendue de la fr&amp;eacute;quence des &amp;eacute;v&amp;eacute;nements extr&amp;ecirc;mes, il est urgent de solutionner le probl&amp;egrave;me dans la globalit&amp;eacute; du bassin versant. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;Les ruisseaux ne pourront cependant pas &amp;ecirc;tre remis &amp;agrave; ciel ouvert. La route qui traverse le village doit &amp;ecirc;tre maintenue et la cr&amp;eacute;ation d un nouveau trac&amp;eacute; du lit des cours d eau en contournant le village se heurte &amp;agrave; des probl&amp;egrave;mes de propri&amp;eacute;t&amp;eacute; et de d&amp;eacute;placements de plusieurs b&amp;acirc;timents. Il est donc pr&amp;eacute;conis&amp;eacute; une augmentation de la capacit&amp;eacute; des voutements souterrains combin&amp;eacute; &amp;agrave; un curage du lit.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;A ces difficult&amp;eacute;s techniques, s ajoutent &amp;eacute;galement des contraintes esth&amp;eacute;tiques et touristiques. Ny fait partie du r&amp;eacute;seau des Plus Beaux villages de Wallonie et est une &amp;eacute;tape pour de nombreux cyclotouristes. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;A l occasion de l ouverture de l axe routier principal pour les travaux, les lignes &amp;eacute;lectriques seront enterr&amp;eacute;es et des pav&amp;eacute;s remplaceront le bitume sur la chauss&amp;eacute;e. Il est pr&amp;eacute;vu &amp;eacute;galement la s&amp;eacute;paration des eaux us&amp;eacute;es et des eaux claires avec une &amp;eacute;puration des eaux us&amp;eacute;es par lagunage dans la plaine de Ny.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;Une importante communication est &amp;eacute;galement organis&amp;eacute;e &amp;agrave; destination des habitants pour expliquer les raisons des travaux et les impliquer dans la restauration du village.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Point 4&amp;nbsp;: le ruisseau &amp;agrave; la sortie du village&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;La qualit&amp;eacute; de l eau des ruisseaux traversant le village est consid&amp;eacute;r&amp;eacute;e comme m&amp;eacute;diocre et emp&amp;ecirc;che le d&amp;eacute;veloppement d une faune et d une flore vari&amp;eacute;e. On note en effet une rupture de pente &amp;agrave; Ny et des zones d eau calme dans la plaine combin&amp;eacute;es &amp;agrave; du pi&amp;eacute;tinement des berges par le b&amp;eacute;tail. A l &amp;eacute;tiage, un processus de r&amp;eacute;chauffement et de concentration de la pollution (organique et l eutrophisation) est d&amp;egrave;s lors observ&amp;eacute; et accentu&amp;eacute; pendant la bonne saison.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;Plus grave, des cyanobact&amp;eacute;ries (algues filamenteuses planctoniques) ont &amp;eacute;t&amp;eacute; observ&amp;eacute;es. Le facteur de d&amp;eacute;veloppement principal sont le phosphate (issu des activit&amp;eacute;s humaines) et le nitrate (facteur humain et animal) et les zones de ralentissement et de vitesse nulle du cours d eau. Le m&amp;eacute;tabolisme de ces organismes lib&amp;egrave;re des mol&amp;eacute;cules organiques toxiques pour les mammif&amp;egrave;res et l homme en particulier. Il pr&amp;eacute;sente un risque sanitaire pour les consommateurs d eau (b&amp;eacute;tail), ou pour les pratiquants d activit&amp;eacute;s nautiques (kayak dans l Ourthe). Remarquons &amp;eacute;galement que ces cyanobact&amp;eacute;ries, de par leur dynamisme, peuvent rapidement coloniser les grandes rivi&amp;egrave;res &amp;agrave; cours plus lent. Le probl&amp;egrave;me m&amp;eacute;rite d &amp;ecirc;tre &amp;eacute;tudi&amp;eacute; et d&amp;eacute;velopp&amp;eacute; d&amp;egrave;s son origine (les affluents).&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Point 5&amp;nbsp;: la zone Natura 2000&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;Le futur bassin de crue est situ&amp;eacute; sur un secteur class&amp;eacute; en zone Natura 2000. Cette derni&amp;egrave;re impose des contraintes tant aux exploitants agricoles qu aux gestionnaires. La pose d une digue et la r&amp;eacute;alisation d un ouvrage d art de r&amp;eacute;gulation du d&amp;eacute;bit seront entrepris. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;L enjeu du projet est d utiliser les caract&amp;eacute;ristiques g&amp;eacute;omorphologiques de cette plaine &amp;agrave; des fins de r&amp;eacute;gulation tant hydrologique que biologique. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;A l aval de Ny, une gestion int&amp;eacute;gr&amp;eacute;e de la ripisylve dans la zone d inondation et sur le bras droit du ruisseau de Naives (gestion int&amp;eacute;gr&amp;eacute;e du bassin) est propos&amp;eacute;e ainsi que la lutte contre les cyanobact&amp;eacute;ries (gestion des barrages&amp;hellip;).&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 11pt;"&gt;En outre, une cartographie du cours d eau en vue d am&amp;eacute;liorer son pouvoir auto-&amp;eacute;purateur et sa biodiversit&amp;eacute; (lutte contre l effet tunnel provoqu&amp;eacute; par la v&amp;eacute;g&amp;eacute;tation, remaniement des berges par des techniques v&amp;eacute;g&amp;eacute;tales, remont&amp;eacute;e du poisson par le cours d eau renaturalis&amp;eacute;&amp;hellip;) sera r&amp;eacute;alis&amp;eacute;e, ainsi qu une cartographie dynamique des zones de nidification des esp&amp;egrave;ces rares (conservation des sites par une gestion appropri&amp;eacute;e de l inondation de la plaine). &lt;/span&gt;&lt;/p&gt;
